East & Westbrook Receives 2026 SCOAR TOPS Award for Project Safety

East & Westbrook Construction was recently recognized as a 2026 SCOAR Target Outstanding Project Safety (TOPS) Award winner for our work on a large-scale steel manufacturing project in West Virginia. The award recognizes the planning, field execution, and commitment to safety the project team has demonstrated throughout the work. While we’re grateful for the recognition, the real story behind the award is the consistent effort of the people in the field and the daily collaboration.

A Team Approach to Safety

Since work began in October 2023, the project has required close coordination among E&W’s project team, field leadership, the Safety Department, subcontractors, and the client.

Early planning and daily pre-task coordination have remained priorities, along with dedicated full-time onsite safety coverage and additional support from E&W’s corporate Safety Department for high-risk and non-routine work. During the award submission period, the project recorded zero fatalities, zero recordable cases, and zero OSHA citations.

Knowing When to Reassess

One of the most important parts of the project’s safety approach has been the willingness to stop and reassess when conditions, plans, or methods require another look.

That has included revising a crane and material-handling plan to improve control of the work, stopping a proposed scaffold setup to bring in qualified expertise, and pausing work involving an acid-based cleaning product to evaluate potential exposure and implement additional controls. In each situation, the goal wasn’t simply to keep the work moving. It was to make sure the team had the right plan in place before moving forward.

Recognition of the People Behind the Work

The SCOAR TOPS Award is meaningful recognition, but it represents something much bigger than an award.

It reflects employees and subcontractors who speak up when something doesn’t look right. It reflects field leaders who listen and adjust. It reflects safety professionals who support the work and a client willing to collaborate when plans need to change.

As one E&W leader shared:

“This award is a reflection of the project team’s commitment to doing the work the right way. The success of this project was not based on one program or one person. It came from consistent planning, strong field leadership, active client partnership, and a culture where employees and subcontractors were expected to speak up, stop, and reassess when something needed a safer path forward.”
